The Municipal Council of Muscat Municipality is the real starting point and the first nucleus for the establishment of the Municipal councils in the various governorates of the Sultanate. According to sources, the first Municipal council dates back to 1939. Also, some sources indicate to the establishment - at the beginning of the Renaissance – of certain small-scale councils in a number of key states, however; they soon came to an end. In 2011, a turnaround took place in the work of the elected Municipal councils, through the Enactment of Municipal Councils under the Royal Decree No. (116/2011) on November 28th Dhu Al-Qidah, 1432 (October 26th, 2011), under which the Minister of the Diwan of Royal Court was commissioned to issue regulations for the implementation of its provisions. This was crowned by the issuance of the Diwan Resolution No. (115/2012) on 2nd Jumada Al-Awwal 1433 (March 25th, 2012). This resolution has illustrated the terms of reference of the chairman, vice chairman and secretary, as well as the Employment system in the Council and committees, the members
rights and duties, administrative and financial affairs of the Council and the election of the Council members representing the states of the Governorate.
The turnaround involved in the council system within the Sultanate will achieve the aspiring ambitions of citizens, through the significant terms of reference of the Council, expansion of civil community participation, and the election system, which will allow for the selection of the members who are able to deliver the citizen`s voice to the government properly.
