KAPSARC is an independent, non-profit institution located in Riyadh, Saudi Arabia. The Center was established by a decision of the Saudi Council of Ministers. Its facilities fully opened for business in 2013.
KAPSARC’s activities are funded in perpetuity by an endowment provided by the Government of Saudi Arabia. The endowment enables researchers to conduct independent, objective research without the need to raise capital and without pressure from external funders or donors.
The Board of Trustees has controlling authority over the Center’s affairs, policies, and governance. Chaired by the Minister of Energy, Industrial and Mineral Resources, it comprises three international members and three Saudi members in addition to the president.
The Center is supported by globally recognized energy thought leaders, forming the International Advisory Council, who advise the Center on its ongoing programs and research projects.

KAPSARC was founded as a non-profit global institution for independent research into the economics of energy, to contribute to societal wellbeing and prosperity.
From our base in one of the world’s most important energy-producing regions, KAPSARC develops economic frameworks to reduce the overall costs and environmental impacts of energy supply, increase the value created from energy consumption and achieve effective alignment between energy policy objectives and outcomes.
We collaborate with leading international research centers, public policy organizations, and industrial and government institutions, freely sharing our knowledge, insights and analytical frameworks.
KAPSARC studies topics of global importance – with a particular focus on the Middle East, China, India and East Africa – both in terms of the impacts of policies on their own societies and the spillovers to interconnected global markets.
The Center draws upon the talent and expertise of an international group of researchers comprising more than 15 nationalities.
