Emirates Central Cooling Systems Corporation (EMPOWER) was established in 2003 with an objective to enable the real estate sector to efficiently utilize energy resources through District Cooling Services (DCS). Empower was set up as a joint venture between Dubai Electricity and Water Authority (DEWA) and TECOM Investments a member of Dubai Holding through a Royal Decree issued by the Ruler of Dubai.
Empower has successfully completed 10 years of its operations in December 2013. Over the last decade, Empower has seen a consistent level of growth. It recently acquired Palm Utilities and Palm District Cooling, considered as one of the largest ever acquisition in the district cooling industry, transforming Empower into the world’s largest district cooling services provider in terms of capacity.
From a modest beginning in 2004 with a single temporary plant serving DIFC (the financial district of Dubai), Empower has grown exponentially and the numbers are quite remarkable – we serve more than 45,000 customers, have over 70% market share in the UAE, nearly 700 employees, and a district cooling capacity of approximately 1 million Refrigeration Tons (RT).
